Well, there's still the official art not made by Zun - cases in point; IaMP and SWR.
Other than that, characters that are perceived as old, physically mature or womanly are commonly depicted with a voluminous chest. Yuuka is a particularly good example of this, as she's completely flat in PoFV while being on par with Yukari and Eirin in most fanart.
